Here it works fine. Perhaps it's your baloo database which is broken.
We use same method for expand address in to/cc/bcc, so I don't understand how
it can work for to and not for others.

I realise I might be giving too much information. This is about kmail.
The issue is with kmail and address lists and there is no workaround by
starting with kaddressbook

The kaddressbook issue only arises because I was trying to work around the lost
functionality in kmail.
I was trying to demonstrate there was no workaround to the kmail address list
problem.
