All that means is neon isn't building calligra in RELEASE mode or is purposely
inclucding STAGING content.
Regardless, calligra DOC content is not built *by default* in standard RELEASE
mode (which was my point). If

CalligraProducts.cmake also includes:
calligra_define_product(DOC "Calligra Documentations" STAGING)
But it is apparent to me that it doesn't seem to get enabled by default, I'm
assuming that's not intentional?

It takes me to the main docs.kde.org page and at the top it shows:
