I really appreciate your input, it helped me doing what I need. To answer your
question: I would simply go with "Weitere Werkzeuge" (translates "Further
operations").

I would never ever have found that, it's even a dedicated modal dialog/window!
Using German i18n the button called "Annotations" is labeled "Anmerkungen"
which re-translates as "Comments&

Hello John,
Gwenview lacks the advanced screenshot editing tools Spectacle provides. There
are no arrows, numberers, highlighters or blurring tools available in Gwenview.
