The problem has been solved. It appears that the environment variable LANG is
now set as LANG=aa_DJ.utf8 and I still do not know where this setting is coming
from. However simply setting this LANG to the null string is

- korganizer starts and works! (which is most important for me)

I have reinstalled kontact (RPM, Opensuse 42.3) - no difference.
I have reinstalled the various files and directories in ~/.local and ~/.config
from the backup 1 day before the crashing kontact, but there is no difference
