Switching to a different TTY (Ctrl+Alt+F2) and back fixes the problem for the
current session.
Might also be worth noting that I'm using KMSCON instead of the default (which
I think is getty).

Experiencing the same problem in Plasma 6.0 (also in Plasma 5 before that),

I also did a few experiments
Switching the iGPU back on and using that for encoding has the same result,
same goes for using software encoding.
So I think it's very unlikely that the encoder is at fault.
