I loaded KDE 6.2.4.1 last night, and my problem is gone.
I can control the brightness of both my laptop and external HDMI screen.

I did double-check, and cycled through prior versions of Powerdevil in my Arch
pacman cache
6.1.5, 6.1.90, 6.2.0, 6.2.1 would only control the laptop screen brightness
6.2.2 is the only version that would control both
