If it started with Plasma 5.8.1 then probably something else was updated as

I tested this couple of times but I'm unable to reproduce it.
Tested with:
- pressing Fn + F8 (in my case to turn off the wifi)
- using rfkill

Doesn't sound like a bug in KDE. This is rather an issue in NetworkManager or
wpa_supplicant or driver. I would start with NetworkManager and report this
issue in their bugzilla.
