You're 100% correct, it is a driver issue. I've testing this on Gnome and Sway,
enabling VRR causes exactly the same outcome. Tried all 3 DEs on arch and then
gentoo, same result. I will go ahead and try submit

Just decided to update this, because time module doesn't work on Systemd
either. I've tested this on both my Kubuntu work machine, and my home machine.
So at least since Plasma 5.24 and the bug is still present
