I've just tested the upcoming version of Kubuntu 18.04 with Plasma 5.12.3 and
Qt 5.94.
The daily build shows no changes concerning the black bar on the desktop.

Even the latest Kubuntu release version, Kubuntu 17.04, is affected by this
problem.
