after installing DebugView, digiKam also started.

my exe-file is "digiKam-8.3.0-Win64.exe"
I had the same problem with 8.2.0

Thank you, I am not so familiar with these tools.
However, as requested I have replaced my old file "digikam_systemrc"
with the file found in the bug report.
Yet, it does not change the behaviour of digiK
