Just confirmed it does still happen with or without the screen lock according
to inotify-wait, but it's not as visible usually if there's no lock screen

I had the screen set to lock when I was testing it, and I don't think it ever
occurred to me to test without a lock set.

So I think this is actually even more complicated than what we original
thought.
AccountsService actually does use org.freedesktop.accounts.change-own-user-data
to change face icon and logically should work

I manually copied my face icon to ~/.face.icon which caused to appear in
Kickoff, and also to /var/lib/AccountsService/icons/.png, and that caused
it to work in SDDM too (or techincally ~/.face.icon might have too
