Also, the steps to reproduce are different for me since I don't know how to set
the desktop to folder mode and don't care about doing that. I can instead

Why not just use the window geometry to define the area to be captured and then
capture everything in that area? Surely that's what's expected, not that it
will capture the active window without stuff in front of it.

I'm not sure that the Wallpaper plugin is the same as KCM. I just tried to
capture the drop down menu on System Settings :: Application Style :: Widget

I don't know why this would make a difference, but I am running the "Active
Window Control" widget on the Plasma panel. Just a hunch, maybe try running
