I found what causes the bug.
STEPS TO REPRODUCE
1. login into X11 plasma session
2. Go to System Settings to "Touchscreen Gestures" page and choose any option

I could not reproduce this bug on wayland session btw. It may or may not affect
wayland session, because i didn't test wayland session extensively (i've done
like 3-4 reboots and it was not there).
