The cause is probably not the image itself. GPhoto2 has a problem with your
camera device/connection. Which camera model is it?

For step 3, does it work to restart plasmashell itself rather than doing a full
log-out+re-login? You can do `systemctl restart --user
plasma-plasmashell.service in` a terminal window.
