Fortunately my eyes can handle most everything being smaller, so now I have

So I upgrade my machine to Fedora 31 and a brand new 4K monitor, and a pile of
my icons, like in the System Tray and KMail, are the dull flat icons, from the
Breeze set that comes with Fedora.
Then I go to install new icon packs and there are TONS of them. Not all

Q1: Why?
Q2: How can I reset it back to what it's been for the last decade or so?
I used to use kstart to open a few GKrellM windows on all desktops.
With Fedora 31, kstart has been replaced with kstart5.
Which I can't get to work.
Here's what I get when I subsitute kstart5 for kstart:

Why do KDE apps, like kdesyscoca, dump error messages into a Konsole window on

E.g., I installed Falkon from a Desktop 2 Konsole window with DNF, tried it,

window. I then go to Desktop 3 and see a dump

My KDE/X clipboard goes astray sometimes. I Copy URL to clipboard from KMail,

The darnedest thing: suddenly I can't move a window by grabbing the title bar.
Neither full height windows nor dialogs. Others have reported this, but mostly
in past releases. It seems I need to kill the kwin process and restart it with
"kwin --replace". Failing that,
I recently updated to Fedora 25, KDE 4.14.29 and the icon for the kicker
("K") menu is much too tall, no matter what size of icon to put in it.
There's no way to resize it through the UI, nor any config file I can find.
How do I reduce its height?
I've been looking at Fedora Release Notes and starting in Fedora 23 there's no
mention of KDE in the "Changes for Fedora Desktop users" link, e.g.,
https://docs.fedoraproject.org/en-US/Fedora/23/html/Release_Notes/sect-Release_Notes-Changes_for_Desktop.html
Is this by design?
