Brett, did you run the test case?
Running the testcase with 2.3-SNAPSHOT 20070
javadocDirectory config parameter is ignored and default doesn't work either.

I downgraded the target to jdk 1.4 and this then worked on Windows. However it
did not work on Unix, so I examined the dif
