Keep in mind for layout to work it has to be re-sized properly one way
or another.
Currently it is not. In your case you might want to create layout for
the widget you place your controls on.
As for now layout you created has no any connection to the dialog boundaries.

I got the assistant configured.
Documentation refers to standalone designer and designer that is part of
QtCreator.
I seem to be missing the standalone designer. How do I create one?

If you are asking about doing so in qmake, use UI_DIR variable (RTFM "qmake
Variable Reference").
