Cyrus runs under user cyrus but your imapd.conf perms are set so it
cant read it..
chmod 644 /etc/imapd.conf
will fix it

I kind of expected a "Permisson denied" or a chroot problem :).
Quite strange that the permissons are broken out of the ubuntu box.

cyrus runs normally not as root, do a chmod 644 and it should work.
