I haven't used KMail, so I can't comment on whether this issue is
normal. As a workaround, however, you could use a sieve filter that
drops all mail that would normally be delivered to INBOX into, say,
INBOX.newmail . Ugly, but I expect it'd help.

I actually had this problem when trying to reconstruct some mailboxes
after a migration. I had to move/delete the mailboxes.db file and then
import the new one.
