I manually checked some rules, and they seem to be coherent with the
requirements: in the Top 1M and not in stable.
Please note that this is a "loose" way of comparing, meaning that I'm 99%
sure it

When I visit http://www.nrel.gov/ with HTTPS Everywhere, no stylesheets load
for me. Looking in the Firefox Inspector, it appears as if it is trying to
load resources from “www..nrel.gov” which obviously won’t work.

That problem was fixed a week ago [1], but not in time for the latest
release.
