It appears that version 4.0development.15 no longer loads any user
rulesets, at least in the form in which they worked in previous
versions.
I am aware that this is due to the change to an SQLite-based container
for the built-in rulesets. I did examine the source code enou

Thanks for the bug report. It appears that we accidentally lost the
user rulesets feature in the sqlite migration! :(
We should definitely bring it back in the next release.
