This appears to be a bug in mom.
Edit om.tmac, find the places where it says
.ds $USERDEF_HDRFTR_VERSO \\$2
and
.ds $USERDEF_HDRFTR_RECTO \\$2
and replace the "\\$2" by "\\$1", since there's a ".shift"
before (which apparently wasn't there in an earlier version).
