I've done this lots. I didn't have near the problems you seem to be having. If you can chroot to /bin/bash you shouldn't have a problem. It's not easy to install things in Gentoo without Internet access, especially when it's about installing the Internet connexion itself. My ISP uses PPPoA, and I have a Speedtouch USB modem, the installation of which requires ppp-2.4.3. This is not provided by the distfiles, so I used a tarball
