Re-emerge shadow and you should be able to login.
After that you'll need to reinstall services like sshd that have files
in /etc/pam.d/

The gentoo pam-0.99 update guide says something like
"it's safe to remove /etc/pam.d/*". It should say "you
_must_ remove /etc/pam.d/*". So that hurdle was
cleared
