No. Add it to your world file. dhcp used to be part of system but was
removed recently because not e
IIRC, dhcpcd used to be part of the system category, but now it is
not. So, if you want to keep it, add it to your world file.

No. What's happened is that dhcpcd is no longer part of the systems
stuff so portage sees it as something that can be removed. I'd emerge
