No open bugs, but upstream is inactive for 2 years. It uses legacy
pre-PEP517 setuptools with some warnings.

Hi,
I can take `dev-libs/xalan-c`, I have it installed because I use an
overlay that uses it. Upstream has released a version 1.12 in 2020 and
the last commit on github is in 2021, so it's still almost active.
Most important bugs are fixed (except lto).
