[gentoo-dev] Why gcc-config is a separate utility, not a module for eselect?

Hi all! Why some utilites like a gcc-config or java-config is a separate utilites, not a module for eselect? Maybe these utilites has some features, that cannot be implemented with eselect? P.S. Sorry my poor and bad English language. -- Yuri Tsimbaloff
