This is no longer used anywhere in ::gentoo. It was needed once upon a
time for sci-geosciences/gmt but that project is now hosted on Github.

The "cran" mirrorlist contained exactly one working mirror and was used
by exactly one ebuild. The working mirror has been inlined into the
ebuild's SRC_URI.
