Subversion did this prior to joining the ASF (so, up to 1.6.x inclusive).
IIRC we stopped releasing -deps tarballs partially because libneon is LGPL.

requirements for these jars in order to be able to distribute them from
mirrors (i.e.: being signed with a key cor
