I apologize for not getting this out earlier. We found a bug that required us
to restart the voting process based on a new RC. So, though this vote passed,
I'll be sending another email out shortly calling for another vote.

Correct, they are AFL licensed. They are dojo css files that are slightly
tweaked for VCL. They only change is that the name of the overall class for
the files matches the VCL theme instead of the dojo theme.
