Request for Comments - Apache Jena proposed graduation resolution

Hi All At the recommendation of our mentors the Apache Jena incubator polling is currently working towards graduation. We recently passed a community vote to proceed with graduation and held a PPMC vote to select our chairman upon graduation. We have also been discussing our board resolution
