By default, the package names should start with org.apache.
However, I remember we accepted (exceptional) other package name for
existing projects joining the incubator as it impacts the existing
community. I would consider more as a "transition" period.

In general, a podling should use org.apache.Foo package names, but we have made
exceptions in the past for projects that were already in use and where the
change would greatly impact their user community.

Would it be possible to see some progress in future RCs on getting the
non-source artifacts in the RC to have LICENSE, NOTICE and DISCLAIMER
files - and ones that are appropriate for each artifact?

The goal is always to improve. The KIE codebase is extensive, and
although we all strive to verify everything carefully, there are
likely still blind spots. Thank you for bringing this specific concern
to our attention, and we will certainly take steps to address it.
Regarding the Chrome Extension
I think this is very picky, as you should assume those checks were
done by someone who took the time to make the vote.
But, in the interests of recordkeeping, for me on Fedora 42:
[x] Download KIE artifacts are valid.
[x] Checksums and PGP signatures are valid.
[x] Source code distributions have
+1 (non-binding).
