An important question to ask is if the VOTE on the dev list included 3 of the
podling’s Mentors. If it did then it already had 3 +1 IPMC (binding) Votes and
the general@ vote should quickly have those carried over by those mentors.

Hey everyone,
Apache XTable (incubating) has recently published its first incubating
release [1] after a successful vote in the dev list [2]. However, the
podling didn't start a vote in general@incubator, which I believe
violates the incubator release policy [3].

That's if you wanted to make this a requirement, which I don't think
it's needed.
