Just take your list of AWOL non-responders to the Board, and ask if there
are any objections to placing them on a "removal" resolution for the
February meeting. The Board may provide some guidance/steps to take. Or
they may say

I had talking to lots of apache contributor from China. Build local
community is the part of hard, So I suggest: before HUAWEI conference ,
collecting the problem from local apache project contributor, community
manager, PMC etc. e.g. local meetup is good choice.
