The Brooklyn community and project made significant advances in the past
months and believes it is ready to graduate as a top-level project.
The Apache Brooklyn is very active. The PPMC doubled in size and
increased diversity in the past year. A few release candidates and two

As some of you might recall, we tried to start a new incubation project
for Beanshell, or alternatively just get it included in Apache Commons
but neither of those happened.
We (actually Pat) did the SGA paperwork and the code was effectively
relicensed under the Apache License version 2

- no binary files in release candidate
- license files look good
- build successful using docker container (all tests pass except
TestHTracedRESTReceiver which hung due to what appears to be a known issue
