I cherry-picked the above commit (Sentry-119) into the 1.3.0 local release
branch.
Now the size of the artifact is 335K and it also has the required files
like DISCLAMIER. I can go ahead and push the change if thats ok.

Yes, I think the 500MB issue was because we moved the .tar.gz files the
build downloads to a directory called "thirdparty" as opposed to "target".
I made this change because downloading those files after a clean took a
very long time for yokels like myself.
Some of the issues would be fixed by ch
-1. The release artifact seems to be totally wrong to me, I think it
was built incorrectly/accidentally, it certainly wasn't built the same
way as the 1.2.0 release artifact.
Some of the problems:
1) the artifact is 500MB - the previous artifact (1.2.0) was 86k,
unless you added tons of test data
