We recovered from revision 4134 and the incubator tree was
at 4146, which was the highest revision on the live www server
checkouts.

tree were lost as a result. Projects are encouraged
to check out their dist trees and ensure that the
latest content is available via dist.apache.org and
releases at www.apache.org/dist/incubato
Anyone in the world can submit talks. They'll be judges on content not on
who submitted them.
