Hi,
I've reviewed Celix and added a comment which needs explanation. They are
growing, but may still be too small.
The explanation is that they just went from 2 to 3 committers. Is 3 enough, or
do we need 5? I just want to flag this in case the IPMC thinks we need to
clarify the minimum. To me
+ 1 (binding).

I wanted to add as an epilogue to this vote relating to the discussion
regarding binaries in source releases.
As of today, we've removed binary artifacts from the Spark source
distribution per [1]. Consequently, Spark 0.9.0 (the next release)
should be in compliance with this policy.
