final release of the first stable version since entering the Apache

Apologize for the delay in sending the report. There was some
confusion on when the due date was (mostly my mistake). We will make
sure to send the board report by Sep 5th. We should be able to send
out a board report by tomorrow if thats ok, if not we will submit it
by September.

Alejandro, of the concerns brought up by Bertrand you didn't address the one
about leaving an Apache member on the PMC. You should probably discuss that
with the rest of the Oozie community to see what they want to do. I'm happy
