incubator release checklist and all of the items seem to be covered. I
was able to run all of the unit tests successfully.

Not really. Generally it is best for a vote to be a proof of consensus,
especially for bigger topics (like graduation).
And I certainly would add a -1 vote were a project attempting to
override a mentor.
