Sources jars (e.g. http://people.apache.org/~mbaessler/uimaj-2.2.2/05/maven/org/apache/uima/jVinci/2.2.2-incubating/jVinci-2.2.2-incubating-sources.jar)
are missing LICENSE/NOTICE files. Beyond this, I didn't see any
problems.

Apologies for the slow review. Can you comment on the src files that
don't have src license headers?
I also note that the commonj src files contain the following copyright
statement. I would expect to find it in the base NOTICE file as well
as any jar files containing commonj class

to the usual schedule, the reports were due 4/9.
