Matt,
surprisingly or not, the GTiff driver doesn't try to get the SRS from a
.prj side car file.
So just do
gdal_edit.py 047_0001.tif -a_srs "$(cat 047_0001.prj)"

recognize the projection. To my eye the .prj files look ok. Attached txt is
