When rev. 1101 builds clean on https://r-forge.r-project.org/R/?group_id=884,
use
install.packages("rgdal", repos="http://R-Forge.R-project.org";)
to try to install a provisional development version which may address the
issue here, that PJ_WKT2_2019 is only defined from PROJ >= 6.3. Please

R-sig-geo, in plain text only. Please also state how you installed PROJ and
GDAL (GDAL is old and pre-dates PROJ), and your OS version.
