A workaround to your 2nd question is to set the GDAL_PAM_PROXY_DIR
environment variable, either permanently or on the commandline before you
call gdalinfo.
set GDAL_PAM_PROXY_DIR=%TEMP%
gdalinfo -stats some.ntf
