I was dealing with the same issue some time ago, you have to add a system
variable called GDAL_DATA pointing to the s57 .CSV files location (you can find
them in the data folder. You will need s57attributes.csv, s57objectclasses.csv
and s57expectedinput.csv at least) unfortunately t

Just to inform you that the PostGIS team (thanks !) has set up a buildbot
that, in addition to PostGIS, includes builds of GDAL trunk and runs the
Python autotest suite.

No, there's no existing parameter to avoid the truncation. What you could do is
just create a string with that format (or one you prefer)
