I attached 0001-Fix-libgfortran-compiling-to-support-GCC_NO_EXECUTAB.patch
The code block was copied from libssp and it had a bug.
It was fixed on libssp. But there is no apply to libgfortran.

We can reproduce same ICE with Attachment #19745.
I got ICE in case like this.
$ cc1 -msx -g -O1 regex.i
but I didn't get any errors in case like this.
$ cc1 -msx -g -O0 regex.i -fipa-pure-const
