I checked the last few release tarballs, and neither the 4.2.0 or 4.2.1
packages come with pregenerated installation instructions. The older releases I
checked (back to 4.0.1) had the instructions in the

The INSTALL directory only has a README saying the instructions are generated
from gcc/doc/install.texi and the install.texi2html script in that directory
complains about a missing file gcc-vers.texi which I
gnu dot org
