Installed /usr/ports/devel/libelf [0.8.12] on i386-*-freebsd7.2.
Explicitly added "--enable-lto --with-libelf=/usr/local" to configure line.
(Stock system's /usr/include/libelf.h missing elf_getshdrstrndx().)
