I'm not sure, but maybe this is related to [1].
FWIW, according to [2], LORs of witness means deadlock could be
happened in that situation (if it's not a false positive), not
necessarily an accurate deadlock happening IMO :)

I saw this every time I tried to install 11 from the VM image recently.
While copying over the ports tree with the command "nc | tar
xzf -" I get the messages, see below.
