E 0.16.x makes use of the ~/.enlightenment/...e_session-XX file for
its configuration info.
There may be a fixed interval that this file is read, however I have not
been able to decipher this.
I wrote a random wallpaper script for E that uses parse operations on this

I am sorry that I don't have the answer for you, but wanted to give some
input on this.
XFCE is in part a window manager, so I believe that it and enlightenment
may not work together.
Try taking XFCE out of the mix and run ximian desktop with the
enlightenment window manager.

i have similar behavior but performing + doesn't seem to bring the
keyboard back.
